Ken Yazel discusses HB 1992-  Statewide issue that allows county, city, school districts to transfer unused moneys into sinking funds.  Basically, they will make money available to spend that would not have been available to spend.  These are unreserved funds.  Once the money is spent, the next year we have to replace the money which means that the money is likely to be raised through a tax increase.  This option of opening up those funds looks good to man.  What others are considering though are the consequences of passing this bill.
